SIPEICEnet
SIPEICEnet is a system that I started developing in 1996. After several alterations in 2011, I deployed the web version. Since then, several schools and clinics have used this system to run their organizations.
This system operates on a web server and provides services to different locations in Mexico. The development contains modules to operate schools, clinics, and online educational-clinical services.
This solution manages the organization's vision, mission, and objectives. It has features for designing curriculums, IEPs, Student Assessments, and LMS, giving parents access to the records on the website.
It has modules for HR, PD, finances, and food services; it helps with calendars, checklists, onboarding, and workflows. It has modules for HR, PD, finances, food services, access control, and surveillance systems. It also contains features for managing social media, presentations, and e-commerce.
The main idea for SIPEICEnet is to have a single system that handles all the policies and procedures needed by the organization. It assists staff members in sharing content and structures the security access to follow the workflows of the organization that is implementing the solution.
Design
The Operating Manual is a concept I extracted from SIPEICEnet. This concept creates an assessment of the mission, vision, and objectives, listing all the systems used to carry out their goals.
This assessment builds a framework to create a system that allows the interoperability of all the different structures to create efficiency and repositories used for all the organizations to ensure stability and continuity.
This methodology uses the central database of the organization to feed all the data needed into a web server that uses scripts to generate data pushed to all the systems of the institution. This strategy allows the creation of a repository that connects the devices, the main website, and the internal documentation manager. Hence, they all have consistency in the data and show through a Gantt Chart that allows the organization to manage the duties using checklists and tutorials of all the procedures described by the policies of the organization.
With this strategy, all stakeholders are feeding the system and changing its processes in a way that can be implemented and inherited by new groups of the same job assignments or preserved when new stakeholders replace staff members. Holbrook Schools District, Schools for Children Inc, and the Disabled Persons Protection Commission implemented this strategy over the last seven years.
Since this implementation, the IT teams in each organization have tools to integrate all the aspects of the operations of their organization impacting its continuity and monitoring its alignment to the mission, vision, and values of the organization they served.
Many of these initiatives are marks of my leadership and continued effort to ensure continuity to the programs I lead.
Content Management Info Center
The Content Management Info Center is one of the crucial elements of the Operating Manual. This system uses a spreadsheet that includes, in a single pane of glass, all the access for strategies, tools, routes, and procedures of all the aspects of the organization.
This system produces an HTML environment using Javascript to increase its functionality as a portal for each staff member or group of an organization, so they can use it to perform their job assignments in a sharable environment.
The portal can contain links to the website that facilitates finding tools for the operations. It can also include links to specific software on the user's computer and activate them. This portal has workflows with scripting procedures to facilitate specifics task required by the organization.
This strategy is deployed to the computers of the users to guide all the operations that an organization needs to be performed by each member of their staff.
This development used Agile Model as a SDLC.

Automatization
Scripting
Software used for organizations' operations often needs to provide solutions or strategies to link with other systems. Interoperability among the system requires API, apps, and other solutions to increase functionality or allow information sharing among systems. An example is creating a script that generates a time stamp to copy it into logs or files when it does not allow a log system. However, it does contain a place for notes where we can automize dates.
During my years of service, these types of needs were essential to finish tasks that required the integration of information among websites, intranets, and databases, among others.
I have deployed solutions managing Application Programming Interfaces (API), Microsoft Open Database Connectivity (ODBC), and importing CSV to connect the different system to do specific tasks.
I have created interfaces to align data from the Active Directory and produce other files like a directory list, organizational charts, inventory requests, purchase orders.
These applications help staff members from different offices to work together and interchange data to finish sharable processes.
Surplus
Surplus and E-waste are always challenging since they involve storage, inventory, reporting, security, and proper disposal.
At DPPC, I created a GUI with a script that was able to take a CSV file from the inventory, and with a scanner, we were able to collect asset tags and create the format that the state requires for reporting.
This process uses a static HTML file to produce the list for the pickup and for the state to process the paperwork for disposal.
Onboarding
I have designed different onboarding procedures.
I always start assessing the systems to search for conditions to accept CSV files or use APIs to make them communicate with the main processes.
I have several meetings with HR to see their requirements and information needed for their operations.
After we have all the analysis of the different stages of creating accounts up to finish setting computers ready for the various task staff members have to perform, I make all the scripting to do the automatization.
During this process, I include scripts to setup images to the computers, setup repositories for the installation, create labels with databases, add the devices to the inventory, create barcodes to facilitate pushing the information that needs to be manual setup and finished with the presentation for the training.
During this process, we include signs for doors, keycards, and automatization with adobe to send the paperwork that needs signature by the new users.
Off-boarding
One of the most challenging processes is the off-boarding procedure. Mainly because many systems nowadays have methods to bulk users into the system. Still, few offer a bulk deleting process to ensure we have clear users' credentials that left the organizations.
I created a procedure during off-boarding which allows comparing two databases. The first will be the master list, and the other systems will provide the second one to match current users.
The active directory database provides the master list, and the script will compare those and will indicate which users are present and which ones are not.
After that, the system will produce a list of users that need to be deleted.

I maintain different open spaces audio systems located at football fields, exterior Public Announcement systems, and track fields.
Conferencing
DPPC has a great need to do conferencing because they have to cover the state with investigators and other professionals from different organizations.
I have planned and presented with options to create conferencing rooms with video cameras, Owls, and computers to provide solutions that require Zoom, Ring Central, Microsoft Teams and Webex.
TV_Studio
Maintenance
I coordinated efforts to maintain and operate the network that provides services offered by HCam, the TV studio of the Holbrook School District, to use the TV studio to teach students the different duties of TV production and post-production. I also maintain the Mantis encoders and the Discovery Server and Streaming Engine.
IP_TV
Management
I deployed, maintained, and managed IP TV with Discovery to generate signage for all the schools using Intel sticks. I created the central repositories to save presentations and other multimedia materials for distribution to all the systems. I developed the training and support documents for the users so they know how to post their content to the system.

I managed and deployed carts for iPad and Chromebooks, collar microphones with speed-lighting multimedia speakers, and wireless multimedia consoles. I also maintain and update software and database to manage the library inventory and digital content.

I have deployed and managed laser projectors, soundboards, and lighting boards. I have experience maintaining all equipment for the Auditorium and Cafes, including Asymmetric and Extron systems, audio, video, and microphone racks. I have set up face-to-face and remote conferences using Zoom, Google Meet, and Hangouts for School committees and Town presentations. I am also responsible for training staff and creating tutorials and documentation for the operations of these tools.

I deployed, maintained, and managed network projectors and smartboards for teachers and administrators to use with document cameras and audio consoles for on-site and remote learning.

I maintain and create content for the main board of the school system. I manage the playlists for different programs and coordinate with the town to display their messages. I developed and designed a network solution to separate the needs of the TV studio and private channels from Holbrook.

I have used different communication applications for massive deployments for staff members and IT Teams to allow them to create groups to facilitate communication using text and multimedia messages. Some of the applications include Skype, Whatsapp, and Viber.

I have designed Graphic User Interfaces (GUI) to use tablets and keyboards to allow users to communicate by text using text-to-speech technology. The communication boards I created helped with students' communication training so they can use these devices to maximize their opportunities at schools, vocational, and community settings.

I am interested in experimenting with new technologies to help projects fulfill their mission. I have developed several prototypes, such as electronic designs, software, and infrastructure solutions. These projects have used wireless access points and a transmitter that pinpoints the locations of signals and sends a warning signal through phone systems and computers. Staff members safely deliver clinical and educational interventions for students with developmental disabilities by using these prototypes.

I have worked on many projects intending to build educational and clinical services for users with special needs. Due to the student's disabilities, teachers and clinicians experience emergencies that need communication solutions to keep them safe. This development used walkie-talkies connected with an interface that allows the use of Skype to let clinicians give feedback to teachers working at residential services.

As an IT Director responsible for the IT departments in two separate organizations, I built the budget for a non-profit and a school district program. I have approached the process differently and created several automatization systems to assist. The automatizations have helped in obtaining quotes, contacting providers, assessing and testing solutions, presenting budgets, creating capital budgets, and creating plans for devices lifecycle management.
I also make all my request for responses (RFR) formats with scripts and databases to fill them in.

I have been responsible for budgeting and creating strategic planning for IT projects at different organizations such as non-profit, governmental, and private. I have written research projects and have been approved by private companies and for government funds. As the CEO and Honorary President of a non-profit organization, I have presented several reports to different government agencies and institutions.

I manage projects for E-Rates as an IT Director. I am also responsible for planning and creating projects for Category 1 on telecommunications for the internet and voice services, as well as for Category 2 firewalls, access points, cabling, and switches that were tested, purchased, and deployed.

This system manages all the climate control in the building, from the AC to the Heating system. I performed preventative maintenance and created troubleshooting procedures on the server for the system. I have created tutorials and support systems for the Building Manager to help them learn the strategy and monitor its performance. I implemented an SMTP for messaging and alerts sent directly to the department.

This system is the lighting control of the entire building. I designed a repository to train staff on its management using a strategy I created known as the Operating Manual. It is a specific solution of an intranet that teachers and staff can access to help train themselves on tasks involving the school.

I maintain the database for all the health records for the school district. I created automatic uploads for pictures and onboarding students. I also troubleshoot connections and integrated SNAP with SIS systems.

I have set up different distance learning facilities with podiums, audio systems, video systems, projectors, and teleconference devices. I have supported and set up conferences with GoTo meetings, TeamViewer, Webex, and Zoom.
IP Cameras
I have implemented different solutions using IP cameras and portable monitors to do research or create video catalogs that I use later to build educational training materials.
Tech Labs
I have designed, implemented, managed, and supported a unique type of tech lab. The design had to consider being deployed in hours and located in different spaces within the building. The labs used other peripherical devices required by schools and clinical needs, so their complexity varied from project to project.

I use cloud systems as I can integrate them into the IT department's service model, and we encourage users to implement them as a factor to strengthen the organization. I have used Google Docs, Adobe Cloud solutions, ITTF cloud systems, and backup services, among others.

Manage the Google Console to administer all aspects of the Google Education Enterprise. I manage OU, app deployment, email, Chromebooks, set up groups, create scripts to synchronize with SIS, manage security, create Google Sites, manage DNS, and more.

I use different cloud services to facilitate collaboration among users. In Holbrook, I deployed Microsoft Office 365 as a project to help teachers and students have the experience of working with these tools to mimic more realistic environments once the students look for jobs.

I perform maintenance and manage the Allowrx system using IP Phones in a WAN connecting several schools. I developed the strategy for the deployment and supervised the implementation while creating tutorials for training and the repository for all the documentation. I also developed a system where the administration keeps the management documentation available for all the schools.

I manage all the phone systems for the school in three different locations with a VPN and a T1 connection. I built the documentation to prepare for the migration of a new system. I added extensions, modified voicemail, and routed main calls while managing the IP Phones on the network.
Communication Systems
I manage the communication systems for the school district with Blackboard. I handle the updates and automatization with the SIS system, so all students, staff, and parents benefit from robocalls, automated text messages, and emails with news from the school. We managed an automatization system so that onboarding will add all the information required for the people, whether they be students, staff, or parents. These account management protocols expanded to create scripts that interact with Active Directory and Open Directory for other services within other organizations.

I manage all phone and voicemail systems for the organizations I work for. At the Holbrook school district, I was responsible for programming the NEC server and the IP Phones. I deployed the units and created the scripting to deploy new users with extensions. I made the repository for all the documentation, like the floor plans with the locations of each handset and the internal website to share extension numbers.

I assist with the configuration of the Toshiba system and extensions by wiring patch panels, managing the central console, and maintaining the voice mail system.

Call Center
DPPC had a project to build a Call Center using Ring Central. This project had a hard stop during the pandemic. I took over this project with the assistance of the systems specialist and created the workflow of the system.
We also made the diagrams on the design of the Interactive Voice Response (IVR) system.
After setting up the base frame with Ring Central and plan the going live date, we set up the workstations with headsets, deploy the call center system and did the training for 15 staff members.
With the Quality Assurance Department, we create the report system and automize the process to bring the measurements of Call Center and build the report to the state.

I manage the services given to laptops, desktops, servers, PC or Macs, iPads, iPhones, and Chromebooks. I have trained in hardware replacements like memory, HDD, CD-DVD drives, and motherboards. Different positions have allowed me to master skills for troubleshooting hardware problems. I have built computers for special projects. I designed the architecture and chose the components. I am also versed in troubleshooting hardware problems on servers, either MAC or PC.

I have built strategies to enable sharing that follows the security guidelines established by the organization. Essentially I create a group of staff members that allows for the sharing of documents in a safe way.

I have created several Database Management Systems for professional services to save and retrieve data for daily operations. One standing product that I made was the creation of a database that contains worksheets for students that are receiving rehabilitation services.

I have developed a system to create scopes for new projects using templates. This strategy facilitates the writing of the content and hosts the templates to stage the devices. This solution contains budget tools and creates matrices for decision-making.

We have used different inventory systems to provide a way for organizations to manage their stock.
We have designed self-service solutions and catalog systems hosted on an intranet webpage where teachers and administration staff can go directly and search for the device they need. Once selected, staff members use the ticket system to place the request.
This catalog not only can help to locate devices but also provide the location in the storage and drawers around the building.

In combination with inventory systems, I have developed solutions using databases and labels to solve deployments and storage problems.
Using labelers systems that work with CSV files, I have created diverse workflows with scripts that obtain information from inventories and merge them with the request from Human Resources for onboarding or off-boarding. The result is labeled with barcodes to make the process easier for IT departments.

Offices
At DPPC, the HR and Finance unit moved to another office within the building.
We helped to plan the movement and choose the furniture to be able to place computers and copiers for the space.
We designed floor plans so the furniture company could do they proposal.
We create the templates and the staging of all the electrical, networking and devices to connect the office to the mainframe at the central office.
We did the installation and patching of the equipment.
We provide AV recommendations to the training department that was going to move in. We include an iRover system to hold remote conference capabilities for this space.
Remodeling
I was the IT consultant for remodeling a church into a school. The project’s owner was Beacon Academy, and the objective was to build a school for 50 students and 23 staff members. The building also will be used as a location to showcase the efforts of the organization for a total occupancy of 164 people.
This project called for new electrical wiring, network wire, a wireless network, an access control system, Surveillance, IP phone, an Aiphone system, Conferencing system, Signage system, and TV systems.
We did the initial assessment of the project. We created all the floor plans of the location.
We made all the scopes of the project, which detail all the needs obtained through the assessment.
We staged all the equipment and devices in the building to allow stakeholders to assess the dimensions, location, and connections that were going to be done during the deployment so they can assess viability.
We received the acceptance of the project. I finalized the diagrams and organized the bid for the entire project.
I supervise deployment as a whole and start building the documentation so we can ensure that at the end, the organization will have a plan of maintenance and continuity.
An Operating manual was designed to hold all their documentation using Google Sites so all the process can be shared with all the stakeholders and associations that funded the project.

I deployed the Microsoft 365 suite at DPPC to all users.
This deployment requires adding users to the cloud management system and setting up security and Microsoft Authenticator to attach access to a second-step verification procedure.
This deployment was done remotely and, in some cases, on-site.
The procedures were followed by using a checklist recording the deployment of the users.

I have experience managing access control, print management systems, and Access Cards in several organizations.
Using Active Directory or CSV files, we have created interoperability automatization, adding users into the security systems and adding picture files to create credentials for access cards and printing release methods.
MDM
I am interested in experimenting with new technologies to help projects fulfill their mission. I have developed several prototypes, such as electronic designs, software, and infrastructure solutions using models like the waterfall, spiral and agile SDLC strategies. I deployed, maintained, and managed the POS systems (Point of Sale) from the Heartland for food services at Holbrook Public Schools. I have deployed the database on portable laptops, set up the keypad and barcode readers, and maintained the database on the cloud. I designed scripts to push new students' files into the database. I also made configurations to the SIS system to export counts on lunches. I also developed a script so the SIS system can send out the fee and reduce counts to the primary SIS system.
Robin
Robin web base system is a solution to place floor plans and assigned spaces that can be used as shared spaces by users that are coming to DPPC facilities.
We designed the floor plans and digitalized them to upload them into the system.
We work with the leadership group to select the rental spaces, and add descriptions of the tech offerings in each room and upload them into the program.
On the web scripter we develop a section to create a CSV file with users names and properties of the account to import into the system and deploy faster the solution.
We pushed short cuts for desktops and web links using the MDM solutions to all devices.

During the pandemic, there were many requests to support users remotely.
Among these requests was software installation.
Responding to such demands, I have developed scripts creating simple GUIs that allow IT staff members or users to follow specific instructions for new deployments.
With these GUIs, we also have created documentation that helps with images on how to self-service IT requests.

I deployed and maintained The STAR System for managing IEP, EL, 504, and Medicaid information. I created a support system and database imports and exports to keep the data synchronized between external databases, SIS, and State Reports.

I have deployed, maintained, and supported a repository with videos, quizzes, presentations, forms, and a system to follow up on teachers' efforts to use our internal online resources to get Personal Development opportunities. I have implemented a screen recording system in a portable computer for the curriculum director so they can create content for teachers.
Remote Learning Systems
I have deployed and maintained different systems to help remote learning during the COVID-19 crisis. I deployed Elite, Study Island, Exact Path, Unique Learning Ny2, and support systems on the web and maintained their databases. I was also able to offer remote support to families that participated in the 1:1 program at the Holbrook School District.
Robotics Labs
I have deployed a robotics lab with 3D printers and 3D scanners. I also deployed AutoCAD and set up a network for the teacher to manage the computers and distribute content to the students.
SIS systems
I have experience using data managers and all Aspen aspects. I am responsible for the State Reporting to DESE for SIMS, SSDR, SCS, and EPIMS. I also am knowledgeable in changing databases, scripting, developing reports, and creating a support system to use the database. I also have created an external scripting system to help with all duties related to data management.
SSO systems
I have experience deploying Single Sign On for students and staff like Clever. I can link the system to SIS and have developed scripting and FTP solutions to update rosters automatically. I created a strategy to get other databases linked, like Edmentum, that I have deployed and maintained.
State Assessments
I have deployed, maintained, and supported WIDA and MCAS assessments. I have built servers for both systems and set up computer labs and Chromebooks with TestNav. I also created all the repositories and plans for the testing and have supported teachers during the process.
Language Labs
I have deployed language labs using Smart Class, allowing teachers to manage a computer lab with its digital, visual, and audio content. The system can give feedback to students on how they speak to help shape their pronunciation and interactions with other students, even in different countries. I integrated this system with the Light Directory Access Protocol (LDAP), which allows updating students as onboarding is happening.
Library deployment
I have experience setting up different spaces related to a school's needs, like libraries, teacher planning rooms, file servers for curriculum, and other types of unique projects. I have designed, deployed, and maintained the projects as well.

I have used animation, avatars, and video modeling techniques to create multimedia content to develop training materials. I have participated in TV and radio programs where multimedia tools help to disseminate research and share procedures on protocols with the community.
Curriculum Design
I am the author and co-author of curriculum design for special education schools, offering services to students with Brain Injuries and developmental disabilities. The applications I designed have been used in Universities and non-profit organizations to train professionals on these implementations. I set up several repositories, file servers, and web servers so the curriculum is available online to create Individualized Education Plans.

Hiring processes
I deployed and maintained the services of SchoolSpring and Indeed for the hiring process. I created a repository to manage staff member applications and process the interviews during the hiring process.
Onboarding
I created a system within the SIS that uses it to report new users. Then a script matches the names and IDs with the different positions of the school district and generates all the files for onboarding, along with pushing the data to other databases, creating access to all systems owned by the school district.
Performance Assessment
I maintained the database that contains the assessments for staff members in Teachpoint. I created a repository for the Curriculum Director to receive smart goals and linked the process with the SIS system to report it to the state.
Tools for Management
I have experience supervising up to 50 employees, and as a consultant, I have supervised and implemented IT solutions for ten different companies. I developed a management tool, SIPEICEnet, which contains calendars, notes, checklists, training, chats, and video supervision, among other project management tools. Through the development of web cloud services, I have been able to supervise different organizations' operations using this strategy remotely.

In the Educational and Clinical fields, social forums are essential. I have set, maintained, and contributed written articles to some of these forums. At Schools for Children, I have been the primary administrator for web development using Drupal and WordPress sites. For Holbrook School District, I redesigned its entire website.

I have experience with different email systems, from deployment to support end-users. I have implemented First Class, Exchange, Endora, and Google Gmail Education. I was involved in setting up a group of collaborative tools, messaging, IP solutions, and several scripting procedures to enhance products and techniques for different organizations.

Support systems
I designed, deployed, and created environments and repositories, so external providers and outsourcing resources could access internal systems securely and with the proper tools to be as fast and independent as possible to respond to emergencies or maintenance tasks. I deployed Teamviewer access and VPN technologies for this task. We also create a repository for providers to see the documentation related to their services. We built an internal website with all the documentation associated with the providers' functions that only providers can access through google sites. This strategy allows them to review and have the information they need to provide support.

Images
Restoring devices on the fly is essential in any organization that uses technology. I have deployed different solutions, such as creating images with Clonezilla, Ghost Suite, and Macrium. I have a wealth of experience in creating repositories on the network to boot computers and devices to restore OS. I have also deployed NAS devices to save information for backup or restoration. I have experience deploying Unitrend for the virtualization environment and GoodSync file synchronization.

I have deployed and administered PDQ Inventories and PDQ Deployment systems. These tools managed all the PC labs and the portable equipment on the premises. I developed scripts to execute group policies and other cmd-oriented commands to help administer the equipment. These systems also help with online testing with the MCAS and WIDA. I implemented and scripted devices like the GoBox to deploy a high volume of Chromebooks.

I deployed, managed, and maintained different Mobile Device Management systems, including Dell Kace, Filewave, IBM360, and Meraki MDM.
We use servers on-premises or on the cloud to install these solutions.
For all of them, I designed the strategies of the patch system, updated software, pushed new applications, managed clusters, and created support tools for other IT members.
I also started scripting to facilitate imports and exports and automatization of report strategies.
These solutions managed PC, iOS, and OS systems, both desktop and mobile devices.
Remote Desktop
I set up and managed Remote Desktop Tools to allow other technicians and administrators to control equipment remotely and on-site. I set up different cloud systems for these deployments. Some examples of them are TeamViewer, GoTo Assist, and Meraki MDM. The IT plan proposed for the school district was that our systems would be cloud base for the next three years. Thanks to this plan, when the Coronavirus Pandemic hit, we were already on the path to being remote almost 70 percent of the services, which allowed my district to jump fully remote in a couple of months, offering online classes and an online environment faster.

I have implemented Ticket Systems like Spiceworks to manage several helpdesks. Using the systems, I have made reports and analyzed data to assess performance. I have also implemented strategies to support the ticket system with chats and VOIP solutions. I have experience developing ticket systems using Google spreadsheets, comments, hangouts, and forms. Lately, a new KVM virtualization technology, like Synergy, was deployed at DPPC to help the State Police Detective Unit (SPDU) to connect different computers.
The SPDU unit has portable equipment and desktop solutions managed by the state needed to run on different secure environments through a VPN. This solution allows them to connect other equipment and use a single keyboard and mouse to manage them, as well as use the clipboard among them.

SIPEICE is a software I designed that runs on a client version and VPN solution. I created it to manage all the Clinical and Behavioral Interventions needed for the Neuro-Behavioral rehabilitation of kids with brain injuries. The system contains clients' files, including Intakes, Interviews, Clinical History, Neuro, Psychiatry, and Psychological Evaluations, helping develop treatment and graphs for follow-up. I designed the Incident Report System using Google Strategies to create a web form to report emergency procedures in the classroom. This system was develped using a waterfall model initially, once the frame was finished we used an agile model.

Microsoft Planner and Tasks
After assessing different resources for the Disabled Persons Protection Commission to create a project management integration, I took the Microsoft planner and the Outlook tasks and integrated these solutions to document projects.
To automate the status of the projects, we use scripting on the file server to create repositories for files needed to store the files produce for the processes and use our knowledge base system, Screen Steps to drop the current status of all the tasks.
With this procedure, leadership was able to have a real-time status of the IT projects and reports on demand detailing work performance.

Since the early stages of my career, I have been in charge of different programs, from national research projects to programs starting from ground 0.
To manage these programs, I have used various tools such as MS Project from Microsoft, Basecamp, Workzone, and Clickup, among others.

I create the documentation of the site, manage the access, create scripts to add users automatically, and set up their schedules depending on their security assignments from the leadership committee. I also generate reports for forensic analysis.

This repository contains the strategy for maintenance, standard configurations, agreements, backup plans, schedules, checklists, recovery and disaster plans, security plans, and confidentiality procedures. I have also built other repositories for documentation tracking, which helps the Executive Council, Leadership Teams, Security committees, and other Admin groups. These documents are secured and shared, and reviewed in meetings.
